@Wendell, the only person with authority to issue $T would have been me, and I 
did not. I think usage patterns changed.  We have a new developer. I don't 
think he is doing anything "wrong" but he may be doing something that we were 
not doing before. Or doing more of something. Or IBM made a change. Or Mercury 
is retrograde. Or ...

@Gil, Dallas is what Dallas is. It is partially pre-configured, and partially 
up to the customer to administer. That is basically good. If I were writing a 
vendor product and needed to see how it behaved if z/OS were configured in some 
particular way, we can do that. OTOH, they do all of the PTF-type 
administration for us, and all of the IBM product installs. I think yes, the 
nature of z/OS is that you cannot expect to buy a Z box, plug it in, and start 
doing useful work without some sysprog activity. I don't know -- is Linux 
really "out of the box" for a big, serious, multi-application load? Could 
someone run a "big Linux shop" without a skilled Linux admin on board?

@Ed, FWIW, we have started tasks now with JOB cards and no use of IEFJOBs. 
Might have been better with IEFJOBs, but I was looking for the fastest, easiest 
and least complex solution, and I think I have it.

Again, thanks all for your patience with my "not a sysprog."
