DSFS may help out here. Let JES2 allocate a PDS and let the users who just have to be Unixy access the PDS through DSFS. I'd suggest the /dsfs/txt/ branch. Use some symlinks if desired.
I've found that DSFS works very well. It was also easy to set up and get going.
