I can’t speak for IBM but I believe that z/OSMF is part of the strategy to help guide folks onto a consistent approach. The challenge is that policies, procedures and configuration options have existed for years across thousands of customers. The cloud refers to servers as cattle because they are deployed in an automated fashion and are ephemeral and z/OS has been a pet that is long lived and unique and are persistent.
