Nothing you do in z/OS has anything to do with your problem. You said that z/OS 
messages are coming to your VM terminal and that it z/OS is accepting commands 
from the VM terminal. Everything in z/OS is fine and your problem is in VM.

You want messages from the VM terminal routed somewhere in VM and issue 
commands to the VM terminal (specifically destined for z/OS but Ct could easily 
be z/VSE, CMS, Linux or even z/VM guest under z/VM. VM Programmable Operator 
needs both of these features and tells you how to set them up for Programmable 
Operator. It will tell you about the CONSOLE 3215 requirement and the CP SET 
SECUSER. If there are other requirements, it should tell you about those.  I 
don't know if programmable operator is required or if you can simply use SMSG 
and SECUSER directly from you CMS user. Try it without programmable operator to 
see if it's suitable for your situation but use it's manual in setting up what 
is needed to remotely operate your VM guest (in this case z/OS).

My guess is that you don't want z/OS console messages all the time. If so, use 
programmable operator to forward messages. Create a couple of commands that 
start forwarding message and stop forwarding messages. You may be able to SMSG 
your z/OS guest directly but that may be something you want to decide that best

showing up.
