There are two way to circumvent the problem:
1. Use Miniconda with offline packages. Yes, you can download the
packages manually on you PC then upload it to z/OS Unix.
2. Quick & dirty: download the package as above and then use pax instead
of miniconda.
My personal opinion: the mess is yet another way to convince user to buy
support.
