To be picky, RACF never "interferes". RACF only answers a question asked of it. A fair question might be "why is there a RACF query in class dataset in your case?" Presumably that is because a dataset is being opened. And as you showed you have TAPEAUTHDSN=YES. I have no idea if temporary data sets "count" when OPEN is processing, but it wouldn't shock me.
