I'm pretty sure that Info-Zip will run on OS/VS2 3.8.

Who is running Hercules with only 2314?

I can believe customers with only larger track sizes than a 3330, but not
smaller.

I'd be similarly doubtful about:
o zip (aka jar).
o TERSE.
o IND$FILE

I nave overridden:
//  EXEC  PGM=IEBGENER
//SYSUT1 DD RECFM=U ** treat BDW, SDW as data.

FTP DD: does not respect overriding DD attributes. Rather,
it insists on looking at the DSCB and using label attributes
regardless.  WAD.

Intrinsically, little. But all one's correspondents must have
it or be able to fetch it and allowed by site policy to install it..
