If the subsystem has the ability to issue IEFSSI REQUEST=DELETE (in other 
words, it has things like proper recovery and can detect a situation where it 
is a good idea to delete itself), then I think it can do everything that it 
needs to in order to clean up after itself without additional SSI function - it 
can free any resources it obtained, disable function routines, etc.  There's 
not really a functional reason for a subsystem to need to go through a new 
IEFSSI REQUEST=DELETE service.

The operator command was really intended to deal with the scenarios where the 
subsystem doesn't know that it can delete or disable itself - for example, a 
storage overlay damaged the SSI control blocks or something like that - 
although it's not limited to that use case.
