FSVO "covered". Putting it in the comments isn't good enough; there needs to be
an appropriate hold.

Subject: Re: SHELLSCR installation - Liberty sos

"This si probably covered in the PTF, but the SHELLSCR ones sometimes have to
be applied one at a time in the order that they require.
You can search the problem records and it will tell you about it. It's dumb,
but required sometimes."

I hit this a long while back, and here's what I found....

GIM24608E ** SHELLSCR ENTRY BBLS1803 IS NEEDED TO PROCESS HFS
BBL18003 FOR SYSMOD yourmissingPTF, BUT SHELLSCR BBLS1803 IS NOT IN
    THE SZMR0G ZONE.
GIM22601I APPLY PROCESSING FAILED FOR SYSMOD UI65815.
LOCAL FIX:
Apply the PTF by itself with NO Groupextend and then Apply the
remaining PTF's needed from the original Apply.
APPLY S(yourmissing PTF)
    BYPASS(HOLDSYSTEM)
    CHECK.
