If there are no holds then it's a bug and warrants PE status.

Is there an RFE to enable marking a sysmod as one at a time by some means other 
than holds, with SMP enforcing it?

There can be more than one, just apply them in the numeric order that they come 
up.  You will likely want to do multiple all at once, but don't be tempted to 
do that, it will fail, you MUST do them one at a time.

There are no special holds, you will have already received the holddata by now.

Remember, just one at a time.
