FORMAT4.DSCB is for AMASPZAP; to open the VTOC yourself use OPENJ with a name of 44X'4'. To access the entire volume you need to modify the DEB.

Do not click links or open attachments unless you recognize the sender and know the content is safe. Michael, Mike, Lennie, Thank you for your answers. However I wanted to view a track which does not belong to any dataset, i.e. cyl0 head0 (volume label, etc.) I did not found such option in FM. I used ADRDSSU to PRINT TRACK, however ISPF interface would be more convenient. Regarding VTOC - I remember the trick with FORMAT4.DSCB, however it doesn't work for some reason. I used option 5 Disk/VSAM, then chose 1 Browse disk track data, then entered volser and 'FORMAT4.DSCB' (with apostrophes and without, tried both options). Show CKD count Yes or No, same effect. The result is "FORMAT4.DSCB was not found in catalog". Q: Is there any magic switch or RACF profile? (I tried with ALTER to FILEM.*). Regarding encrypted datasets - I did some tests and in any case FM is aware of encryption, even when the dataset is accessed from another LPAR (with no key, etc.). So you see decrypted data or get error msg explaining the encryption. The only way (I know) to view encrypted data in encrypted form is ADRDSSU PRINT. I did not try old DITTO.
