It depends on the options you're using on SWAREQ.  Take a look at 
https://www.ibm.com/docs/en/zos/3.1.0?topic=mode-description under "Programming 
Requirements", and it states that LOCEPAX=YES is needed when using SWAREQ 
UNAUTH=YES.  The SWAREQ functions that are documented as programming interfaces 
do not require LOCEPAX=VR2.
