I believe it is possible to put your own IODF file and make few changes
in PARMLIB etc. (CONSOLxx, local terminals) to make the CoD IPL-able.

Doing it under VM would be so much easier attaching devices already defined
to the guest as the correct virtual devices.

From a defined lpar you can use as you want, you will be able to restore
via ftp on 3 10017 cyls free dasd (d9ecat, d9esy1, d9esy2) from hmc.
Then you can create a new zvm directory (mvsdvr for example).
Your dasd have to be added in it at addresses 120-122 (from memory) and
osa addresses too.
You will be able to ipl the cod z/os.
Follow the coguide.pdf sent with the cod. It is well explained .
