Patch areas are a valid use case. All z/OS commercial software I have seen
or worked on has a patch area structured similar to this:

PATCH   DC  48S(*)

which can be modified by AMASPZAP and branched to when a zap fix is
applied. S-cons make fitting the zap much easier.
