Also make sure that ICSF isn't already running. 20 seconds is the timeout I 
added where we wait for the KDSes to be free (in case ICSF was being stopped 
and was taking a little bit)

3. Service level (is it new z17? Or maybe outdated z/OS 3.1 + z16 +CEX8?) 4. 
HMC: image profiles, especially domains.
