Richard, I don't of course know the details of your situation, but in each of the 6 six rather different shops where I have looked at this issue in detail it has turned out that PAV was the economic choice, decisively so.
If an occasion for revisiting it quantitatively ever arises, you should try to get your management to have another look at this decision "in changed circumstances".
