I have been looking at SHARE requirements for many years and I read (between the lines?) almost exactly the opposite. When an IBM development organization states:

"IBM intends to provide a solution."

That is precisely what they mean.

The later sentence:

"However IBM's plans may change and no commitment is made that a solution will be provided."

means that circumstances beyond the developers' control, such as future staffing or management changes, could hrow a "monkey wrench" into their plans. As a software developer by trade, I completely understand that CYA.
