Right. A perhaps-better statement is that there might be no way to compile on z/OS V1.13 and get code that will run on a 9672 using a prior release of z/OS that supports 9672s. (I'll defer to Tom on that.)

z/OS V1.13 requires a minimum processor level, as shown in z/OS Planning for Installation, in topic 4.3.1, "Identifying server requirements":

The only IBM servers on which z/OS V1R13 runs are the IBM System z servers, which are:

    IBM zEnterprise EC12 (zEC12)
    IBM zEnterprise 196 (z196)
    IBM zEnterprise 114 (z114)
    IBM System z10 Enterprise Class (z10 EC)
    IBM System z10 Business Class (z10 BC)

    IBM System z9 Business Class (z9 BC)
