Only IBM would see the wisdom in running TSO in batch in order to run a
z/OS Unix shell :-)

The rational way would be where the z/OS shell input was read its stdin
from a DD just like it works interactively:

// EXEC PGM=??????
//STDIN DD *
cp -p -R /usr/lpp/cics_test/utill/  \
   /usr/lpp/cics_prod/utill/
//
