case, but ISAM and BDAM remain in significant, not at all marginal use
in a number of very large z/OS shops.

For now at least PDSEs cannot replace PDSs for certain system
libraries, for reasons that have been canvassed here over and over
again.

More generally, the technical adequacy, even the radical technical
superiority, of the new do not usually provide a sufficient impetus
for the replacement of old technology , however inadequate, in
mainframe shops.  Inertia and sloth often ensure the survival of these
old technologies long after their expiration dates.   Worse, technical
imperatives must usually give place to crackpot-realist 'business
cases': Don't change it and incur the vast expense of doing so using
handicrtaft methods when it ain't broke.
