UK government appear to have learned their lesson by using the cloud and open source software http://digital.cabinetoffice.gov.uk/2012/02/02/gov-uk-truly-open-platform/ . Lot's of their web app stuff is now open source and available on github for everybody to fork https://github.com/alphagov. US/Canadian states/governments are interested in adopting a similar model. They seem to trust Amazon EC2 to deliver mission critical systems.
