Because that's the way Windows (used to) do it?  But is Windows getting better?
I still hear my colleagues instructing each other to use IP addresses when they
configure printer drivers, and most of our departmental printers are labelled
with IP addresses.

Didn't I here lately, hereabouts, that IBM is discontinuing support for their
caching-only name server and advising z/OS customers to point to servers
on Linux or whatever?
