If that RACF database is active then you should not use DSS to do the backup. 
Only IRRUT200 will make a copy using the appropriate serialization to guarantee 
you get something that is usable.

And, depending on your RACF configuration, it may be necessary to make that 
copy using IRRUT200 from the LPAR where the database is active. 

Once you have a copy made by IRRUT200, feel free to use DSS on that copy. But 
don't copy the live database using DSS as the data copied may not be good.
