Started jobs also allow you to use DD * and some other features that were not available for STC's. I think use of a JOBcard for CICS regions and the DD * were the top uses that I have seen at shops I've consulted with.
Unless there was a really good reason to do so, I don't think I would try to convince a site to start using it now. Things aren't the same as they used to be when it made more sense to use it.
