To get a zEC12 with 102 spare cores you would order the 2827-HA1 model with 1 IFL, 1 CP, or 1 ICF configured. That'd be unusual, but it's possible.
The zEnterprise zBC12 is similar. If you order a 2828-H06 (single processor drawer) machine you can have anywhere from 0 to 5 spare cores. (You can reach 5 spare cores if you order your 2828-H06 with 1 IFL, 1 CP, or 1 ICF.) The 2828-H13 (dual processor drawer) always leaves the factory with at least 2 spare cores, but you can have as many as 12.
