The approach that John [Gilmore] describes above is very commonly used in open source applications. In addition to providing an easy means for adapting the user interface to different languages, it provides an easy means for users of the applications to customize the terminology of the application if they so desire.

Having said that, I don't think John [McCown] was advocating the placement of natural-language text in applications. I think he was hoping for reusable utility functionality that would handle translations of string data from one language to another. Specifically, he mentioned reading strings from two files and comparing them.
