I disagree with the other post that mentioned up to five different extents to satisfy the primary size. If this were true, then we wouldn't have a limit of 16 extents for a non-VSAM data set, but rather 12 (16 minus 4).
The 16 extent Non-VSAM limit is because the first 3 extents are in the Format 1 VTOC record (The file definition record) and there is room for 13 extents in a Format 3 (I think that is the right format number) record chained from the Format 1. Non-VSAM Format 3 records either do not have or are not allowed to use a link field to point at another Format 3.
