Please note:  z/OS V1.11 is not discussed.  I do not think that z/OS V1.11 is 
supported in the configuration you have (z/OS V1.13, z/OS V1.11 and z/OS V2.1).



OA28873: NEW FUNCTION - COMPATABILITY 
Without this compatibility APAR, systems prior to z/OS V1R12 HBB7770 cannot 
coexist in the same sysplex with systems at z/OS V1R12 HBB7770.


The IEA002I message indicates

The new GRS enqueue change is tolerated on lower level systems through the APAR 
OA36207 available for z/OS V1R12 and V1R13

My opinion:

By trying to bring in z/OS V2.1 into  your plex of z/OS V1.11 and z/OS V1.13 is 
dangerous.  You can corrupted your two lower level systems and have to rebuild 
every one of them.

I would leave z/OS V2.1 on its separate LPAR for now (monoplex).  Once you get 
your z/OS V1.11 system upgraded to z/OS V1.13, you can then bring in the z/OS 
V2.1 system.

Lots of changes in z/OS V2.1 that make it not compatible with systems below 
z/OS V1.12.
