Note in the migration manual for z/OS V2.1 it does not have an entry for
z/OS V1.11.  Which means, there may be some concerns about running z/OS
V1.11 with z/OS V2.1.  I think your target system needs to be at least z/OS
V1.12.

If you are JES2 then have you done the following?
Activate z11 mode
Description : To take advantage of the full-function level of z/OS V1R11
JES2, you must be in z11 mode. Activating z11 mode upgrades the JES2
checkpoint and enables JES2 functional that is introduced in z/OS V1R11,
including JOE data area extensions supported by BERTs. z/OS V2R1 is  planned
to be the last release for which JES2 will support the z2 level for
checkpoint data sets. For more information on the JES2 functionality
introduced in z/OS V1R11, see JES2 Reference information


If you have not read the migration guide or performed the migration
functions, you may run into issues.

What actions did you take prior to bringing up z/OS V2.1? 
Did you review the toleration maintenance and install it?
Did you receive the most current holddata?
Have you reviewed the Migration manual and performed all action items that
apply to your shop?
Do you have a copy of Marna Walle's Migration Presentation for z/OS V2.1
from Boston Share 2013?  It will be very helpful.
