This confused me too, but it was explained to me that you can use z/OS 1.12
to install COBOL V5.1 on a z/OS 1.13 or later target system. Something about
SMP/E that required that we support that, it was beyond me :-)
It is confusing. However anyone who passed the process of ServerPac
installation knows the gotcha.
For system installation you have to use ...just another system. Usually
it's downlevel system, because you install new one.
So we have driver system and target system. Or environment. With its
prerequisities.
From the other hand IMHO it's rare to install PRODUCT (not a system),
like DB2, CICS, MQ, or COBOL using downlevel driving system. Usually
driving system=target system. So people tend to assume the requirements
for both driver and target regard the same system.
And voila, we have confusion.
