Tony, You cannot use USING with OCCURS operator of ICETOOL. However you can generate similar report to OCCURS operator with traditional reporting features of DFSORT. Please show us a sample of input and desired output along with the DCB properties of the input file and I will show you a way of generating the report with traditional reporting features.
