I would never use the nationals because of their instability.  Which
of the following are stable across code pages?

. period
( left parentheses
) right parentheses
* asterisk
+ plus sign
- minus sign or hyphen
= equal sign
& ampersand
% percent sign 
_ underscore
/ slash
< less than sign
> greater than sign
: colon
; semi-colon

I realize that the various password mechanisms may forbid one or more
of these characters.
