A few of questions.

1) Have you contacted the vendor for assistance?
2) Have you ever successfully restored from a logical backup an IAM Data Base?
3) Are there utilities in IAM that will help you with this issue?
4) Are you on a current release of IAM?

Have you tried pre-allocating the file and then restoring it with REPLACE 
option?
