Not exactly.
DB2 use VSAM and you can use IDCAMS or ADRDSSU to backup/restore/move
such datasets. However things are more complicated, because you want to
perform backup without closing the database, DB2 needs all datasets to
be in sync, etc.
However the same apply to VSAM applications - you cannot freely manage
VSAM files when open by CICS, if you backup/restore one file, but not
others your application may not like it.
