(or if this is a key=9 task). Otherwise the target modules, even if
reentrant, are placed into TCB-key storage (Subpool 251). For
non-APF-authorization, reentrancy semi-enforcement by placing in key 0
storage is not done.
Could SETPROG REFRPROT be the cause of "protected" load module storage?
