In general, that would be true only if the load library was APF-authorized 
(or if this is a key=9 task). Otherwise the target modules, even if 
reentrant, are placed into TCB-key storage (Subpool 251). For 
non-APF-authorization, reentrancy semi-enforcement by placing in key 0 
storage is not done.

Guessing that it's not a key=9 case, if debugging, perhaps the load 
library's APF authorization could be removed.
