There are no restrictions on sharing USER Catalogs. What was being
discussed was sharing SYS1 datasets, which MUST be cataloged in MASTER
Catalogs by Cataloging them into 2 or more master catalogs.
So? SYS1 datasets can be shared, actually every non-VSAM dataset can be
cross-cataloged if you want.
What is the real goal? IMHO it is sharing datasets and for non-SYS1 ones
it's quite good idea to use shared UCAT.
Note: cross-cataloged dataset has to be manually RECATaloged when
created and manually uncataloged when deleted (on every system except
"first"). Shared catalog solves this issue.
