Even though all 30 of my prod / devl / sandbox LPARs share a single IODF, I still have 2 onepack systems that could be used as a last resort. Both are identical and primarily used for DR, but one each does have their own IODF that would always be available. Skip, in your case, are your mainframes important enough to be on generators?
