Must be symptomatic of the quality of execs in that industry.
We had similar, but entirely politically caused. Our Premier (think Governor in 
US terms) had "taken on" the power unions, and when they went on strike they 
all got the sack. We had to take down the (single) data centre, with a 
generator that we had brought in from one of the sub-stations sitting unused in 
the underground car park.
It was mandated it was not to be seen by the public (i.e. press - before 
social-media) and nor was it to be fired up.

Bloody idiots.
