The ISPF Workstation Agent (WSA) is free. For information on how to install it, 
take a look at this article I wrote for TSO Times many years ago:

FYI: I use WSA every day and I couldn't live without it. I always use it in 
non-GUI mode, which means all of the work I do (e.g. file transfers, opening 
web pages, launching BAT files, listing PC directories on an ISPF panel, 
sending mainframe files to a PC printer, etc.) is performed from the mainframe 
side in a traditional mainframe 3270 session. In my case, I do all of this 
using SimpList (but some of these things can be done using regular ISPF 
panels). In your case, in order to get a side-by-side display you'd have to use 
the WSA in GUI mode. This means you'd be looking at something which is similar 
to a 3270 session, but each 'split' would be displayed as its own separate 
window on your PC screen. I personally don't like using the WSA in GUI mode, 
but it's probably your best option if you want to simulate SPLITV.
