IEC141I 013-C8?
C8 One of the following events occurred:
o The open subsystem module was passed an error return code in
register 15 after issuing the IEFSSREQ macro to connect the
access method control block (ACB) to the subsystem. This
indicates that the subsystem was not operating, unless the
recovery routine recovered from a prior program check.
o IEFSSREQ failed. SMS is not available.

When I checked BLS001E message and to isolate this issues, I added SYSTSPRT DD
SYSOUT=* on proc and

Output of this Job is
IKJ56644I NO VALID TSO USERID, DEFAULT USER ATTRIBUTES USED READY END
But I never seen any special user definition defined for this proc.
Anybody face this issue before.
I also checked for related parmlib member BLSCECT, But I didnt find any
issues. Any clue.
