You don't need copy-on-write to support automatically sharing
suitable[1] dynamic load modules between address spaces; TSS/360 did
just fine without it. It's simply a choice that IBM made, presumably
because of the hardware restrictions[2] way back when. I see no reason
that they couldn't have done it easily in MVS/XA had someone made a
compelling business case.
