Do you have any tools? CA OPS/MVS, Tivoli AF/OPER, etc? Is this a sysplex, parallel sysplex, monoplex?
Have you looked on CBTTAPE.ORG and determined if any of the tools there could meet your needs? You can have a member in PROCLIB that will start-up the tools. But something would need to issue the start command if there is a fail over. There is also the ARM or SFW policies in XCF you may want to review.
