Do you have any tools?  CA OPS/MVS, Tivoli AF/OPER, etc?

Is this a sysplex, parallel sysplex, monoplex?


Have you looked on CBTTAPE.ORG and determined if any of the tools there could 
meet your needs?

You can have a member in PROCLIB that will start-up the tools.  But something 
would need to issue the start command if there is a fail over.

There is also the ARM or SFW policies in XCF you may want to review.

Try going to www.redbooks.ibm.com  and search on sysplex. There are probably 
additional manuals that might give you ideas.
