Moment the Primary LPAR1 fails or goes on outage the products like DB2 or CICS or other product should have Signaling process where the inactive products can be activated automatically once the primary LPAR fails. DB2 and CICS in particular offer a hot standby option. There is also the ARM (Automatic Restart Management) function of z/OS. Check the fine manuals for details.
