As others will point out, high CPU is not necessarily an issue.  There are
many factors that need to be reviewed to determine if you have an issue.

1) When does High CPU occur?  Is it consistent? - Does it always occur at
the same time with the same workload?
2) What workload is running (STCs, TSO, Batch) when this occurs?
3) How do the Page datasets look? (D ASM)
4) Are there any SLAs missed?  Are there user complaints?
5) What does RMF or any other monitoring tool show at the time of High CPU?
6) How much real storage is on the CPU?  How is it configured between the
LPARs?
7) If LPAR B has high CPU does it impact LPAR A.  And if LPAR A has high CPU
does it impact LPAR B?
8) Are you using SOFT CAP or HARD Cap on the LPARs?


There are many other questions that could be asked.

This is not a quick and easy analysis.  The Redbooks above can help start
your understanding of how to look at the system to determine if there is an
issue.
