If we toss the ROT 30%, what would be the new ROT?

Is there any amount of usage that is "bad"?

Some of my plexes run with 50% or higher on the page datasets and they are
very slow response.  However, those that have 30% or less seem to perform
better.

What would the recommendation be if not 30%?
