It appeared to me that BookManager is not available on z/OS v2.1, but you need 
to use IBM Internet Library which is not that bad, but it is lacking good 
search facilities.

I will surely miss the fancy thing where you could place a cursor on SDSF 
Syslog or any joblog and press a PF key where after a message book in 
BookManager will popup for you to browse.
