No, because I don't want otherwise unauthorized people who made a big fuss about 'absolutely positively *requiring*' write access to a proclib to mess with my MSTJCL concatenation. If anything goes wrong due to something they do, *I* have to fix that, and that is hard in a monoplex on an RDT system. As for the question about exits: I am not aware that an ADCD system comes with any exits (other than possibly IEFACTRT and IEFU29) and I certainly did not install any. Although I am thinking about installing a RACF exit that prohibits the 'practise' of changing the password twice to get back at the old password whenever 180 days have expired and the password needs to get changed. But that is another story.
