There is nothing anywhere in SMS that would give any clue. There are no pre- or 
post-allocation exits.

You are right: It does work with z/OS V1R13; the problem occurs with z/OS V2R1 
*only*.

What is running as IEBGENER and IEBCOPY? Don't laugh and kick at me, just 
confirm for me whether they are really ICEGENER/IEBGENER and IEBCOPY. And 
whether they're the original copies from IBM (with or without PTFs?).

What is the FMID and service level of IEBCOPY as shown in IEB1135I?

Did you get this message for all copy attempts?

Or, use something else in the place of IEBCOPY. 

Check your SMS environment, allocation rules and regulations.

I tried out your JCL, but on 1.13. When on 2.1 I will rerun it to see whether 
I'm also crazy or not.
