Au contraire, I think I just solved this.

I am so used to making everything RENT that I don't think about it anymore:
RENT is just a given.

But I just linked FOO #1 NORENT,NOREUS and voila! the BLDL and LINK against
MY.LOAD.LIB(FOO) produced the desired result. (FWIW, that FOO is RN/RU but I
don't think that's relevant.)

copy of a program from a specific library if a program of that name is
already in storage?

Specifically, if program FOO is running, there is no way to LINK to a
different specific FOO: MY.LOAD.LIB(FOO)?
